Don McKenzie, CPA President/CEO

Donald McKenzie

Don is President and Chief Executive Officer of McKenzie Government Consulting (MGC), a firm comprised of former Defense Contract Audit Agency leaders and experts who provide unparalleled expertise to contractors doing business with the federal government.

Don’s own experience with DCAA spans over three decades. He began as a senior auditor and moved through the leadership ranks as a Supervisory Auditor, Program Manager, Branch Manager, Regional Audit Manager, and Deputy Director of Field Detachment, the agency’s classified directorate.  As a Senior Executive, he held several top-level positions including Assistant Director for Policy and Plans, Assistant Director for Operations, Assistant Director of Quality, and Regional Director of, the Eastern Region. In 2022, Don received the Meritorious Senior Executive Presidential Rank Award, one of the most prestigious awards in the federal government reserved for fewer than 5% of federal executives.

Throughout his career, Don has had significant influence at DCAA and within the acquisition environment, where he is considered one of the leading authorities on the Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS). Within DCAA, he directed the updates of all audit programs covering every existing audit type and created new audit programs for Truth in Negotiation (TIN) Audits and Defense Federal Acquisition Audit Supplement (DFARS) Business System Audits. Additionally, he wrote and implemented the DCAA guidance for how pre-award accounting systems are performed and how to use Contractor Information Surveys.  In another area of impact, he led the implementation of Data Analytics in DCAA audits as well as the use of the revised sampling techniques.

 

 

Beyond his depth of experience and influence, Don has built a solid reputation within the industry for being trustworthy, receptive, and fair. He was often requested by name to talk with industry groups on controversial audit topics, an engagement opportunity they knew he took seriously. He gave clear explanations of guidance, but also recognized valid contractor concerns and made policy changes when necessary. Additionally, he has always understood the need for businesses to operate without unnecessary impediments, and he consistently looked for opportunities to support mutual goals. For example, he established the Small Business Working group to assist smaller contractors and give them a voice in DCAA policy development. In addition, he created the Direct Assist initiative for Business System Audits, a very successful program for using contractor internal audit staff, that increased audit efficiency and cut audit timelines.

Under Don’s leadership and vision, MGC provides its clients the fullest scope of expert assistance in government acquisition by using seasoned DCAA professionals who understand audit types and processes, policy development and interpretation, acquisition regulations and standards, legislative engagement, and negotiation (e.g., SASC/HASC/Gov Affairs), perspectives on acquisition partner priorities, and other areas where DCAA-specific experience can have significant benefits for contractors.

Tammy Compton

Tammy Compton, CPA

Tammy is a consultant with McKenzie Government Consulting, LLC.  With over 34 years of experience and technical expertise, she provides Federal Government contract consulting and advisory services related to cost accounting standards (CAS), DFARS business systems, CAS disclosure statements, incurred cost, price proposals and contract compliance.

 

Prior to joining McKenzie Government Consulting, Tammy served in a number of capacities with the Defense Contract Audit Agency (DCAA) for more than 34 years.  Her many years of experience have included leadership roles as well as technical expertise.  Tammy’s career positions include; Regional Audit Manager, Pentagon Temporary Assignment, Field Audit Office (FAO) Manager, Regional Special Technical (RST) Programs Division Chief, Regional Special Technical (RST) Programs, Technical Specialist (CAS, Pensions/Insurance and ASBCA), Field Audit Office (FAO) Supervisor and Auditor.

Kenneth Anderson, CPA

Kenneth Anderson

Ken recently joined McKenzie Government Consulting, LLC as a consultant. Having over 37 years of leadership and technical expertise, he provides Federal Government contract consulting and advisory services related to cost accounting standards (CAS), DFARS business systems, CAS disclosure statements, incurred cost, price proposals and contract compliance.

Prior to joining McKenzie Government Consulting, Ken had over 37 years’ experience in government contracting with the Defense Contract Audit Agency (DCAA) and was a member of DoD’s Senior Executive Service (SES).  During his career, he held the positions of Director, Field Detachment; Deputy Director, Field Detachment; Regional Audit Manager; Acting Assistant Director, Integrity & Quality Assurance; Division Chief, Policy & Plans Audit Programs Division; Division Chief, Integrity & Quality Assurance; Field Audit Office (FAO) Manager; Instructor, Defense Contract Audit Institute; Field Audit Office (FAO) Supervisor and Auditor. Ken’s role, not only in the performance of audits, but also in the development of audit policy affords him unique insights into the defense of audit findings and the linkage of audit program steps to the underlying regulatory framework.

 

 

With his knowledge of Government contracting, Ken can provide advice on a comprehensive array of services including proposal preparation, contract administration and closeout, indirect rate structures, incurred cost submissions including what constitutes adequate supporting documentation for an incurred cost audit, and contractor business systems.  He has an in-depth knowledge of Generally Accepted Government Auditing Standards (GAGAS) and various practical knowledge in the areas of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS), and other agency acquisition supplements.

Prior to his retirement in April 2021, Ken spent the last four years of his career in an SES level position as the Director, Field Detachment where he had the responsibility for directing an organization of approximately 550 audit professionals and overseeing the overall planning, management, and execution of worldwide DCAA audits of classified contracts including sensitive compartmented information (SCI) and special access programs (SAP).  In this role, he spent a significant amount of time building relationships with various customers in the classified arena and selling DCAA’s various audit services to them.  He also worked extensively with his audit offices in building good working relationships with the various DoD contractors in which they audited.

Chuck Benson

Charles (Chuck) Benson, CPA

Chuck is a consultant with McKenzie Government Consulting, LLC.  With over 35 years of experience and technical expertise, he provides Federal Government contract consulting and advisory services related to cost accounting standards (CAS), DFARS business systems, CAS disclosure statement, incurred cost, price proposals and contract compliance.

 

Prior to joining McKenzie Government Consulting, Chuck served in a number of capacities with the Defense Contract Audit Agency (DCAA) for more than 35 years.  He has many years of leadership experience including being appointed into the Senior Executive Service (SES) in December 2019.  Chuck’s career positions include: Deputy Regional Director, Corporate Audit Director, Assistant Director for Integrity and Quality Assurance, Corporate Audit Director, Regional Audit Director, Field Audit Office (FAO) Manager, Quality Assurance Auditor, Field Audit Office (FAO) Supervisor, and Auditor.  With his broad experience with DCAA audits performed at both large and smaller government contractors, including Shipyards, he is available to provide consultation to you.

Dr. Cynthia L. King

Cynthia L. King

Dr. Cindy King is a consultant with McKenzie Government Consulting (MGC), LLC. With over three decades of experience in military, government, academic, and corporate organizations, she is an internationally recognized expert in strategic communication, strategic planning, persuasion, change management, and effects-based message development. She has a proven track record for incisive environmental assessments and targeted communication plans that produce understanding, overcome resistance, and achieve organizational goals with solutions based on cooperation and mutual benefit.

Prior to joining MGC, Cindy stood up the first Communication Directorate at Defense Contract Audit Agency (DCAA) and served as Strategic Communications Officer. She was brought into DCAA in the wake of an organizational crisis and, over seven years with the agency, she directed significant changes in press relations, legislative communication, leadership/employee engagement, and auditor/CO/Contractor interactions.  Her efforts resulted in measurable improvements to employee morale, satisfaction with agency leadership, and working relationships within the contracting community.

Before taking the position with DCAA, Cindy was an Associate Professor of Management and Leadership Communication in the Graduate School of Business and Public Policy at Naval Postgraduate School. In addition to teaching communication courses for international and national military officers from all four service branches, she advised and conducted sponsored research for DoD senior leaders on communication and persuasive strategies during times of change, transition, and interdepartmental conflict. Key clients included the Undersecretary of Defense, Personnel & Readiness; Assistant Secretary of the Navy, Financial Management and Budget; Secretary, Homeland Security; Director, Business Transformation Agency; Commander, Sea Enterprise, US Navy; NAVSEA, Chief of Naval Operations; Director of DCAA and others.

 

Cindy has published articles on communication effectiveness in leading journals including International Journal of Strategic Communication, Journal of Business Communication, and Journal of Business and Technical Communication. In addition, she co-authored publications in Public Administration Review, Review of Public Personnel Management, and Innovations in Human Capital Management based on a five-year research program investigating communication challenges that affected the passage of Personnel Management Reforms in the federal government.

In addition to her work with McKenzie Consulting, Cindy teaches graduate courses in Strategic Communication as an Associate Professor at University of Maryland Global Campus.
